The Summer Electronic Benefits Transfer (Summer EBT) program provides grocery benefits for eligible school-age children while school is out for the summer. Districts can use the Summer EBT tool to record information about students associated with this program.  Summer EBT is included in Student Records Transfer and National Records Exchange.

This tool is read-only for state level State Edition users. Some options and selections may vary by state.

Enter Summer EBT Record

  1. Select New.
  2. Enter a Start Date that indicates when the student began participating in the Summer EBT program. Note that Summer EBT Start and End dates are not tied to student enrollment or school calendar records.
  3. An Eligibility Status must be selected in order to save this record.
  4. Enter other information as appropriate. Follow local practices when selecting options or entering information.
  5. Save when done.

State Edition Customers: A record saved by State Edition level users is saved without a DistrictID, indicating this is a state owned record. A record saved by a District level user is saved with a DistrictID.

Update Summer EBT Record

  1. Use Filter by Start Date and/or Filter By End Date if there are many records and you wish to limit the records displayed by date.
  2. Select View from the right side of the record you wish to view.
  3. Make changes as appropriate. Save.

Summer EBT Summary Report

Use the Print button to generate a Summer EBT Summary Report. This report may be printed or saved in PDF format.

USDA-Required Eligibility Methods

Selections available for fields in this tool correspond to USDA-required eligibility methods.

Automatic (Categorical) Eligibility

  • Certified for free or reduced price meals
  • Member of household receiving SNAP, TANF, FPDR, or (depending on state) Medicaid
  • Homeless, migrant, in foster care, in Head Start

School Enrollment-Based Eligibility

  • NSLP/SBP schools
  • Special Provision schools (e.g. CEP, Provision 2/3)

Application-Based Eligibility

  • Applications may be submitted for children not automatically certified
  • Families must be less than or equal to 185% of the Federal Poverty Level

Program Element Attributes

  • Standard and Program elements are defined in the Attribute Dictionary.
  • States may choose to add State Defined attributes.
  • Districts may choose to add District Defined attributes. 

Overlapping Records Logic

An alert will display if a user attempts to enter a record that is considered to overlap another record (e.g. Start and End dates, record type, or District vs. State record ownership). 

State Edition Customers

  • A District Owned and State owned record can overlap each other
  • Two records with the same ownership (State OR District) cannot overlap each other

When Programs are Allowed to Overlap by Type

  • Two records of the same type cannot overlap each other
  • Two records of different types can overlap each other

Records Transfer/Program Updater

  • The PDF Summer EBT Summary Report is available in Student Records Transfer, National Records Exchange, and DIS. 
  • Summer EBT Program Elements and State Defined fields can be bulk updated under Summer EBT in the Federal/State Program Updater Wizard.
  • The Data Change Tracker tool can be used to monitor changes to program records.

Tribal Eligibility
When selected, this checkbox indicates that the student has automatic eligibility due to participation in Food Distribution Program on Indian Reservations (FDPIR) or Tribal Temporary Assistance for Needy Families (TANF). Reports 0 if not selected, 01 if selected.
