Recent Arriver (Oregon)

The Recent Arriver Report provides a list of students identified as English Learner (EL) and students identified as SIFE (Student with Interrupted Formal Education).

Report Logic

One record per student who qualifies as either a Recent Arriver or SIFE reports. 

  • Students ages 3-21 (determined by the student's birth date and the date of the report generation) who are not born in the US or a US Territory (Birth Country is set to an option that is NOT USA, UMI or BIR; AND
  • Have attended school less than or equal to 540 days (Date Entered US Schools is less than or the same as 540 days from the date of report generation).
  • SLIFE checkbox is marked on the student's active EL record.

Definitions

The United States Department of Education, Title III and the State of Oregon defines Recent Arrivers as students who meet all of the following requirements:

  • aged 3-21 who were not born in the United States or United States Territories;
  • Have NOT been attending one or more schools in any one or more states for more than three full (cumulative) academic years;
  • Have been educated in the US for less than three (3) cumulative years (or 540 days).
    • A student attending school in the United States for more than 540 cumulative days no longer qualifies as a recent arriver despite when in the calendar or school year the days are accumulated.
    • Pre-K does NOT count towards the 540 days (only K-12)

Students are considered SIFE when they meet the following criteria:

  • From a home where a language other than English is spoken and entered a school in the US after second grade;
  • Immigrant students who enter a school in the United States after second grade; 
  • Have had at least two years less schooling than their peers;
  • Functions at least two years below expected grade level in reading and in mathematics and MAY be pre-literate in their native language.

A SIFE student is similar to a Recent Arriver student; however, the SIFE student has previous schooling and enters US schools AFTER the second grade. 

A student ceases to be considered SIFE once the student is scoring proficient, is exiting an EL program and is no longer functioning at least two years below their expected grade level in reading and mathematics.

  • No Show or State Exclude on the Enrollment record
  • Grade Level of enrollment is marked as State Exclude
  • Calendar of enrollment is marked as State Exclude

When Exclude from State Reporting is marked on Course Information or Course Master Information, section of that course are included in the report. 


When NOT marked, any student or course marked as Exclude or No Show are NOT included in the report. 

Report GenerationTo generate the report immediately, use the Generate Extract option. To choose when the report generates, use the Submit to Batch option. Submit to Batch is useful when generating the report for several calendars or for larger amounts of data being reported. See the Batch Queue article for more information.

Generate the Report

  1. Select the desired Format.
  2. Mark the Apply All Excludes checkbox to include enrollments, grade levels, courses and calendars that are marked as State Exclude in the report.
  3. Click the Generate Extract button to display the results of the report immediately, or click the Submit to Batch button to choose when the report generates.
