The mission of Title I is to provide a continuum of services and resources to Title I districts and charter schools that enrich curriculum and instruction, promote interaction and coordination of supplementary services and resources and result in excellence and high expectations for educators and students.

Title 1 is a federally funded program designed to improve the academic achievement of disadvantaged students. For a student to participate in Title 1 Services, the school must be marked as TAS (Targeted Assistance Program) or SWP (Schoolwide Program) on the School editor. If the school is marked as TAS, Title 1 services must be entered on the individual student's Title 1 tool.

ESEA Title I Program Descriptors

Program Description

1 - Regular Title I, Part A Program


The student receives services through a regular Title I school-wide or targeted assistance program (mostly at elementary).

2 - Migrant Title I, Part C program


Migrant Title I, Part C; a student certified as a migrant receiving services through a Migrant Education project (only about 15 districts statewide).

3 - Reg. and Title I, Part A prog. and Mig. Title I C

Title I, Part A and Migrant Title I, Part C; a student receiving services through both 1 and 2.

5 - Eligible for Regular Title I, Part A program but not served


The student is eligible for the Title I program but is not served. Eligible children are those who are failing or most at risk of meeting state student performance standards in a Title I targeted assistance program or any student in a Title I school-wide program. Field 21, grade level, must be completed. Other fields can be set to the default (N, blank, whatever applies to each field) for students who are eligible and not served.

6 - Title I Neglected

Student receiving services through a Title I neglected institution. 
8 - Not Reported for Title I Indicates the student should not report a Title 1 record for the associated enrollment on the Student Title I Part A Program Associations Ed-Fi resource.

01 - Transferred to Regular Education
02 - Attained the goals identified in the students ISP.
03 - Made satisfactory progress toward goals identified in the ISP.
04 - Did not make satisfactory progress toward ISP but remained in the program.

06 - Dropped out of program, not returning to any educational setting.
07 - Expelled from program, not returned to any educational setting.
