Requirements:

To be included in English Learner totals, students must have a Program Status of EL or Exited EL. If a student's Program Status is Exited EL, they will ONLY be included if they are in 4-year monitoring at any point for the selected school year.

Students will be included in the Not Making Progress calculation if:

The student does not have an Identification assessment or taken an annual assessment to gauge progress.
The student did not reach the targeted proficiency level in the expected time.
The student does not have a current ACCESS assessment.

The English Learners section of the BIE Consolidated Report Card uses the following calculations:

Total Count

(Total population of EL students / Total student population)* 100

Individual School Percentage by Proficiency:

(Total student count by proficiency / Total Count)*100

BIE Percentage by Proficiency:

(Total student count by proficiency (across all BIE schools) / Total Count (across all BIE schools))*100

Proficiency Descriptions

Proficiency results are determined by test scores entered on student assessment records.

Following the SY2020-21 ACCESS administration, a student is considered proficient when they receive a composite score equal to or greater than 4.2, with a minimum score of 3.5 in the domains of reading, writing, and listening, and a minimum score of 1 in the speaking domain.

Proficiency Level	Description	Location
Total Count	Individual School: The total count of students who are English Learners in the school. Bureau of Indian Education: The total count of students across all BIE schools who are English Learners.	Student Information > General > Assessment Database: lepProgress
Making Progress	The percentage of students who are making progress to become proficient in English compared to the total count of English Learners.	Student Information > General > Assessment Database: lepProgress Only includes tests where Assessment Type is LPF
Achieved Proficiency	The percentage of students who achieved proficiency in English compared to the total count of English Learners.	Student Information > General > Assessment Database: lepProgress Only includes test scores where Assessment Type is LPF
