Logic
The English Learners section of the BIE Consolidated Report Card uses data collected from the student's assessment record. Expand to review additional requirements and logic used in calculating the English Learners section of the report.
Requirements
To be included in English Learner totals, students must have a Program Status of EL or Exited EL. If a student's Program Status is Exited EL, they will be included ONLY if they are in 4-year monitoring at any point during the selected school year.
Students will be included in the Not Making Progress calculation if:
- The student does not have an Identification assessment or has not taken an annual assessment to gauge progress.
- The student did not reach the targeted proficiency level in the expected time.
- The student does not have a current ACCESS assessment.

The English Learners section of the BIE Consolidated Report Card uses the following calculations:
Total Count
(Total population of EL students / Total student population)* 100
Individual School Percentage by Proficiency:
(Total student count by proficiency / Total Count)*100
BIE Percentage by Proficiency:
(Total student count by proficiency (across all BIE schools) / Total Count (across all BIE schools))*100
