This report is no longer supported or updated by Infinite Campus. The flat file reports will remain available in the Infinite Campus system until the 2023-2024 school year. Schools can continue to use the flat file reports as needed until then, but Infinite Campus no longer provides any support. 

Data Exchange was designated as the sole source of truth for all data for the purposes of required reports beginning with the 2021-2022 school year. Please refer to the Indiana Ed-Fi documentation for additional information about current state reporting practices / procedures using the Data Exchange Ed-Fi System.

The purpose of this data collection is to gather student information on language minority and immigrant students. This report consolidates all data needs of the Office of English Language Learning and Migrant Education.

Report Logic

The following students report:

  • English Language Learning Students with an EL record and an English Language Assessment
  • Immigrant Students in State Grade K or higher who have been enrolled less than 3 complete school years
  • All Immigrant Students in the State Grade Level PK
  • All Foreign Exchange Students

Report Editor Details

The following table defines the fields on the English Language Learning and Immigrant Students Report Editor. 

Editor Field

Description

Snapshot Date

The date for which ELL and Immigrant Student data is collected. A date can be entered, but selecting a calendar will overwrite that date with a predetermined snapshot date.

Format

The format in which the report will generate. Options include HTML, Comma Separated and XML.

Ad Hoc Filter

The Ad Hoc Filter allows you to narrow search results to specific students.

Calendars

The calendar(s) from which data is pulled for the report. Can be set to display only the active year's calendars, or be sorted by school or by year. Selecting a calendar will enter a default Snapshot Date in that field.

Submit to Batch

Users have the option of submitting a report request to the batch queue by clicking Submit to Batch instead of Generate Extract. This process allows larger reports to generate in the background, without disrupting the use of Campus. English Proficiency Level

Indicates the student's English language proficiency level. See options in the English Proficiency Level Options table following.

This field uses the following logic:

  • If a student is in State Grade: PK, 0 reports regardless of any Assessment(s) for the student
  • For an immigrant student in any other State Grade, if the student's Home Primary Language is English NES reports.
  • For all other students, the most recent Assessment by Assessment Date with Assessment Type "LPF: EL for Proficiency" where EL Assessment Date <= Snapshot Date is used.
    • If the student does not have an LPF assessment, the most recent Assessment taken by date with type "LID: EL for Identification" where EL Assessment Date <= Snapshot Date is used.
    • Only Assessments tied to a State Test with State code 1-6, 05, 06 OR a District Test with code of 7-9 are reported.
    • If multiple LPF or LID assessments exist on the same date, the assessment with the highest ID is used. The Result value set on the EL Assessment is selected.
  • The EL Assessment Result reports. 
  • The English Proficiency level is calculated from the Result code set on the selected EL Assessment.
    • The following codes report: A1, A2, A3, P1, P2, P3, and A5.
    • Whole numbers 1-4 or 8 report.

    • Decimal value results between 1.0-4.9 report.

    • If the whole number value or decimal result value is 5, 6 or 5.0-6.0  AND
      the EL Assessment date is AFTER to Jan. 1 of the previous year (compared to the report effective date), the result value reports.Otherwise, if the EL Assessment date is PRIOR to Jan. 1 of the previous school year, FNA reports.

  • If no assessment exists and no other value is determined, the field reports blank.

Instrument Used

Indicates the instrument used to measure English proficiency. See options in the Instrument Used Options table following.

To determine the instrument used, Campus reviews the EL Assessment that determined the reported value in the English Proficiency Level column and applies the following logic:

  • If a student is in State Grade: PK, 7 reports.
  • For an immigrant student in any other State Grade, if the student's Home Primary Language is English, 7 reports.
  • For all other students, the most recent EL Assessment is selected.
  • When the most recent assessment result score is 1-4.9 OR a valid alpha-numeric value (A1, A2, A3, P1, P2, P3, A5) AND

    If...Then...
    the Test Type is a State Test with 1-64 reports.
    the State Test code is 055 reports.
    the State Test code is 066 reports.
    the State Test code is 10  or 12the State Test code reports.
    the Test Type is a District Testthe numeric Assessment code for that EL Assessment reports.


    • If the most recent assessment result score = 5 or 5.0 - 6.0 AND Assessment Type is LID: EL for Identification, 7 reports.
    • If the most recent assessment result score = 5 or 5.0 - 6.0 AND the Assessment Type is LPF: EL for Proficiency,     
      AND
      the EL Assessment date is PRIOR to Jan. 1 of the previous year (compared to the report effective date), 7 reports.
      Otherwise, if the EL Assessment date is AFTER Jan. 1 of the previous year, the State/ District Test Code reports.
    • If the assessment result score = 5 or 5.0 - 6.0, 7 reports. Otherwise, the State/ District Test Code reports. If the most recent assessment result score is 8 or 7, 7 reports. If no assessment exists and no other value is determined, the field reports blank.

Length of Enrollment

Calculated value of how long the student has been enrolled in a U.S. school, excluding time in PreKG, measured as of October 1st. See options in the Length of Enrollment Options table following.

This field uses the following logic:

The difference between the Date First Entered US school and November 1st of the school year selected in the extract editor is first calculated. If there are existing enrollments with State Grade Level: PK with a start or end date after the Date First Entered US school, the start date of the first enrollment in a grade level above PK is used for the calculation. If the difference is less than 1 full year, reports 0. If more than 1 full year, but less than 2 full years, reports 1. If more than 2 full years, but less than 3 full years, reports 2. If more than or equal to 3 full years, reports 3. If the Date First Entered US School is blank, reports 7. If the current active enrollment is in State Grade Level: PK, reports 0.

ESEA Title 1 Program

Indicates what Title 1 program is providing services to the student. See options in the ESEA Title 1 Program Options table following.

  • If a student has an individual Title 1 record and the ESEA Title 1 Program is 1, 2, or 3, the ESEA Title 1 Program number reports.
  • If any other value is selected for ESEA Title 1 Program or if field is NULL, reports 4.
  • If a student has no Title 1 record and the student enrollment for this report is in a school where current, active school record Title 1 value is set to Schoolwide Program, reports 1.
  • Schools are considered actively marked for Title 1 Program participation if the only school record (“Original Record”) or the most recent school history record by effective date has the Title 1 field filled out under System Administration > Resources > School > School Name > Original Record / Effective Date > Program Participation. School wide services are also marked in this location IF "Schoolwide Program" is selected.
  • If the student does not have an individual Title 1 record OR enrollment in a Schoolwide program, reports 4.
