Student Enrollment Interchange (TSDS) (Texas)

The Student Enrollment Interchange is used to exchange campus enrollments and/or enrollments in specific class sections.

Report Logic

Student data is reported from current year enrollment records. Students with a primary enrollment record in the reporting calendar(s) are reported. This includes students under the following circumstances:

  • All dropout, graduates and other school leavers (such as students in special education and other special, ungraded or state-approved alternative programs) identified during the previous school year are reported.
  • Leaver records are submitted for students who left the district before the end of the school year, did not return in the same year and did not return in the fall in school-start window, except for the following:
    • Students considered school-year movers because they enrolled in other Texas public school districts.
    • Students found by TEA to have earned GED certificates at Texas examination sites by August 31st.
    • Students accounted for through other state reconciliation processes.
  • Leaver records are submitted for students who finished the school year and did not return in the fall within the school-start window (last Friday in September).
  • To be considered for leaver calculations, students who "left" school between last year and this year (including graduates) must have a prior year enrollment that encompasses at least one instructional day.
  • Students with an As-of code of A or D who have more than one ended enrollment in the previous school year will only report from the most recent ended enrollment and not all enrollments, even if they are in different schools.
  • A student who has an As-of status of E and who has more than one ended enrollment in the current school year will only report the most recent ended enrollment that is before the Effective Date entered on the report editor.
  • Records are reported for students who graduated during the prior school year, including summer graduates up through August 31st.

If a student has multiple current year enrollments, the following occurs:

  • If the student has multiple enrollments in the same school (but different calendars), only data from the Primary enrollment reports.
  • If the student has multiple enrollments in different schools, data is reported from Primary enrollment records for each school.

In Submissions 3 & 4, if all ADA records for the reporting enrollment contain an ADA Eligibility of 0 or blank, then records do not report.

In Submission 4, Special Education students must have:

  • an active and locked IEP that overlaps the enrollment by at least one day.
  • a value in ESY Instructional Setting 1 on the Extended School Year (ESY) services editor on the IEP.

Students meeting any of the following criteria are NOT reported in any submission:

  • Adult basic education students.
  • Adult secondary education students.
  • Non-public school students living in the LEA but who are served by a non-public school.
  • Home-schooled students except those who receive Special Education services from the LEA (.e.g, Nonpublic Day School or Residential Nonpublic School Program).
  • Students marked as State Exclude, grade levels marked as State Exclude and calendars marked as State Exclude are not reported.
  • Students with no State ID are not reported.
  • Students marked as No Show are not reported unless there is another enrollment during the school year not marked as No Show.
  • Students in grades EE-06 in the prior school year.
  • Students whose prior year enrollment record has an End Status of null or 99.

Courses with the State Report Exclude option selected on the Courses tab (Scheduling > Courses > Course) do NOT report.

ECDS

To report, the following student conditions must be met:

All:

  • Student is not state excluded.
  • Student has an enrollment at some time during the reporting period. 
  • Student has a Unique ID.

Pre-K:

  • Student was in grade Pre-K at any time during the reporting period.
  • Student had an assessment with a Parent Test of Child Test with a code of BOY or EOY containing a percentile value or raw score value. that occurred during the reporting period.

KG:

  • Student was in grade KG at any time during the reporting period.
  • Student had an assessment with a Parent Test of Child Test with a code of BOY or EOY containing a percentile value or raw score value. that occurred during the reporting period.

Class Roster (CRF, CRW)

To report, the following conditions must be met:

Fall Class Roster ONLY reports calendars, courses, sections, teachers and students associated with grades 1-12.

Student:

  • Class Roster - Fall
    • Students in grades 1-12
    • Student must be enrolled in a course/section on the Snapshot Date
  • Class Roster - Winter
    • Students in grades EE, PK, KG, and 1-12
    • Student must be enrolled in a course/section on the Snapshot Date.

Teacher:

  • Must have a Title Code of 047 or 087.
  • Must have a Class Role of 01, 02, or 03.
  • Must be assigned to a course on the Snapshot Date.
  • One record will report for each Course > Section for a teacher who has multiple Course > Sections in one period (with a State Code that is not blank).
  • Report Primary Teacher only EXCEPT:
    • If Secondary Teacher on the Course > Section has a District Assignment that is equal to Teacher or Substitute Teacher AND a Class Role equal to 01, 02 or 03
  • If the Role ID in the 090 Section of the District Assignment tab is 047 or 087, report only if ALL the following fields are populated in the tab:
    • Non-Teaching Service ID
    • Class ID Number
    • Monthly Minutes
    • Class Type Code
    • Population Served and Number of Students in a Class.
  • Do not report:

    • Students with an ADA value of 0
    • Courses with a Service ID (Course Code) that starts with SA, SE, SR, SS, or 8
    • School/Calendar/Staff/Student/Course that are marked as State Exclude
    • Teachers or Students with null UID

SPPI-14

To report, the following conditions must be met:

Student

  • Students not marked as State Exclude
  • Students were actively enrolled in grades 9-12 in the previous school year
  • Students had an active and locked IEP that overlapped with their previous year enrollment
  • Students are being reported as Leavers in the current school year
  • Students dropped out, graduated, or completed a GED

Child Find (CF)

Student:

  • Student must have an enrollment and be 21 years of age or younger on September 1st in the current school year.
  • Student must have an active and locked IEP at some point during the reporting period with a SPED Eligibility Determination Date on or between July 1st and June 30th of the given school year.

Do not report:

  • Students marked as State Exclude
  • Students who have no Unique State ID

This information is mandatory for students in Grade Levels 07-12.

This field reports the End Date from the student's most recent enrollment record (the student's final day of enrollment in the reporting school year) OR the enrollment the student was in membership.


If a student was enrolled in the district, left, and then enrolled again, the Last Day of Enrollment is the student's final enrollment date from the enrollment the student was in membership.


Each student only has one Last Date of Enrollment regardless of the number of times they were enrolled during the school year.


If the student was enrolled in the district at any time during the school year but not enrolled on the final day of the school year, the Last Day of Enrollment reports the last day the student was enrolled in the district and the student was in membership.


If the most recent enrollment where the student was in membership is not ended, the last instructional day of the calendar tied to the enrollment is reported.


Students in Grade Levels 06 and under report a blank value.

SchoolLeaverExtension

The SchoolLeaverExtension Complex Type represents student leavers in grades 7-12 during the prior school year. The following types of students are included:

  • Students in special education and other special, ungraded, or state-approved alternate programs.
  • Students who enroll in private school or leave for home schooling.
  • Students who fail to re-enroll in the fall.

If the As of Status Code is A, the entire complex type reports.

A school leaver who is not enrolled in the LEA in the school-start window of the current year is reported with a LEAVER-REASON-CODE.

Students who finished the school year and did not return in the fall within the school-start window are also report with a LEAVER-REASON-CODE unless the student is identified by TEA as

  • Having earned a GED certificate at a Texas examination site by August 31st,
  • Students considered school-year movers because they enrolled in other Texas public school LEAs, or
  • Accounted for by other state reconciliation processes.

Students who graduated during the prior school year, including summer graduates up through August 31st report in Submission 1.

Students who complete a GED program are not reported as graduates.

Students who previously completed all graduation requirements in one school year but did not pass the exit-level TAAS or TAKS until the next year, report as graduates in the year in which the TAAS or TAKS test was passed.
