The Staff Association Interchange is used to exchange a wide variety of personnel, demographic, employment, assignment, teaching, and attendance information about staff of education organizations.

Report Logic

  • All staff that meet the outlined population criteria that were active at any time between the first day of the calendar and the Effective Date will report.
  • If a staff member performs duties on more than one campus, assume more than one role, or perform more than one type of service then multiple records report.
  • The report includes the Primary AND Secondary Teachers assigned to the same course.
  • To report, a staff member must have an SSN and an active District Assignment on the Effective Date of the report.
  • For a Course/Section to report, the course must be active, be scheduled into an instructional period, and have a Service ID in the State Code field.
  • Multiple records will report for individuals who have responsibilities at more than one school or campus, fulfills multiple roles, or performs more than one type of service. Multiple records will also report if an individual is performing multiple services at the same time in a class. 
  • Records will generate all courses that have Include in Monthly Minutes = Yes and a Teacher of Record. If the period is marked as Non-Instructional and Include in Monthly Minutes = Yes, the course will report. If Include in Monthly Minutes = No, a record is not reported. 
  • Staff Association records that are generating from the 090 section of District Assignment will not report Monthly Minutes when a value exists. 
  • If the Role ID (090 Section of District Assignment) is 002, 007, 015, 016, 017, 018, 021, 026, 032, 033, 036, 047, or 087, a record will only report if all of the following fields are populated in the 090 section of the District Assignment record:
    • Role ID
    • Non-Teaching Service ID
    • Population Served
  • When reporting records for a District Assignment > 090 record, the following fields will not report if they are blank:
    • Unique Section Code
    • Number Of Students In Class
    • Class Type Code
    • Monthly Minutes
  • When reporting records for a District Assignment > 090 record, if the Number of Students in Class contains only zero(s), report this value for TX-NumberOfStudentsInClass (for example, Number of Students in Class = 000, report 000).
  • Two different types of staff members report records:
    • Teacher or Substitute Teacher- Any staff member who has an active District Assignment on the Effective Date and a Social Security number that is not null. This includes the following values for Title or Role ID (090 Section of District Assignment): 002, 007, 015, 016, 017, 018, 021, 026, 032, 033, 036, 047 and 087

       Only substitutes replacing a teacher who has died, resigned, been terminated, or is on long term leave for at least 1 semester will report as the Substitute Teacher for a section.
      • If Title Code is 087: Teacher or 047: Substitute Teacher, Staff Member will report a record for each course scheduled during the term that contains the Effective Date. Courses that report must have a value in the State Code (Service ID), students scheduled into the course with start dates within the reporting time frame, and must be scheduled in an instructional period. There may need to be multiple records for one course if the students enrolled in the course have different service IDs. If the End Date for a student scheduled in an active course is in the reporting time frame, the student will not be included in the report.
      • Submission 1 ONLY - If Title Code is 087: Teacher or 047: Substitute Teacher and there is more than one classroom Teacher/Staff Member assigned to the Course as Primary and Secondary Teachers, all teachers assigned will report for each course scheduled during the term that contains the Effective Date. 
        • The Staff Member in the leadership role (Role ID of 01: Teacher of Record including District Assignments equal to Teacher or Substitute Teacher) reports all of the students in the class for "Number of Students in Class".
        • The other Staff Member (Role ID of 02: Assistant Teacher and Role ID 03: Support Teacher) assigned to the class will report 000 for Number of students.
        • The Teacher of Record (Role ID of 01: Teacher of Record) that reports the Number of Students may not necessarily be displayed in the 'Primary Teacher' field. 
      • If Role ID is 002, 007, 015, 016, 017, 018, 021, 026, 032, 033, 036, 047, including a Role ID of 087: Teacher, this will only be reported if Non-Teaching Service ID, Class ID Number, Monthly Minutes, Class Type Code, Population Served and Number of Students in a Class are not blank in the 090 Section of the District Assignment tab.
      • If a staff member has both a title and a 090 Section Role ID that should report, one record should report for each applicable Title and Role ID.
      • The record key for the teacher group includes District ID, Staff ID, Campus ID, Role ID, Service ID and Class ID number. A new record must be reported any time a value is changed in one of the those fields.
    • Non-Teacher - Any staff member who has an active District Assignment and an SSN that is not null. This will report if the Role ID section is not equal to 002, 007, 015, 016, 017, 018, 021, 026, 032, 033, 036, 047 and 087 and values are present in Non-Teaching Service ID and Population Served.
      • The record key for the non-teacher group includes District ID, Staff ID, Campus ID, Role ID and Service ID. A new record must be reported any time a value is changed in one of those fields.
      • Number of Students, Class Type Code and Monthly Minutes will all report as blank.
  • Reporting is based on a 4 week period. This 4 week period contains the week of the fall snapshot date INCLUDING the last Friday in October plus the 3 weeks preceding and based on all Instructional Days for each class (non-instructional time is excluded as well as the time entered in the Daily Prep Minutes field of the Section Editor screen). This time frame is used in the calculation of the number of Monthly Minutes and the total monthly minutes are reported for each class. If the Course/Section is taught by more than one staff member, Primary and Secondary teacher(s), the Staff Members with a District Assignment of Teacher (087) AND Substitute Teacher (047) will report the Monthly Minutes. A class taught for different amounts of time each week report with a cumulative monthly minute total. If a district employs nine week semesters (accelerated block schedules),  the data reports on the current semester only.

    Examples

    • A class that is taught for 1 hour every day reports 1,200 monthly minutes; 60 minutes (minus the Daily Prep Minutes) x 5 days x 4 weeks; all the days in the 4 week period were instructional days.
    • A class taught 1 hour three times each week reports 720 monthly minutes; 60 minutes (minus the Daily Prep Minutes) x 3 days x 4 weeks; all the days in the 4 week period were instructional days.
    • Class taught for 90 minutes on a A day of an A/B schedule report 900 minutes; 90 minutes x 10 A days.
    • A class taught for different amounts of time each week report a cumulative monthly minute total.
    • If a district employs nine week semesters (accelerated block schedules),only the data on the current semester reports.
  • Courses with the  State Report Exclude  option selected on the Courses tab (Scheduling > Courses > Course) do NOT report.
  • Sections do NOT report if ALL enrolled students drop the section before the Snapshot Date. The only exception is if one or more of those students completed the course with a Pass Fail Indicator in a Grading Task with code CG or F prior to the Snapshot Date.

Report Logic - Submission 3 Only

The following logic only applies to Submission 3.

  • Current State School IDs report as well as the following IDs: 701, 720, 750, and 999.
  • If the District Assignment chosen in Staff History for the Teacher has a Title Code of 087 OR the Substitute Teacher has a Title Code of 047 AND Role (Class Role) has a value of 01, 02 and/or 03, the Section to which they were assigned starting with the last Friday in October reports. ALL Staff History within the current school year from the last Friday in October through the end of the current school year reports.
  • Teacher (087) and/or Substitute Teacher (047) must have a valid Unique ID.
  • A record for each Teaching Assignment that occurs during the current school year and assigned to the section (class) starting with the calendar start date reports as long as there were students enrolled in the course. This means one record reports for each section in which the Teacher or Substitute Teacher is assigned.A record will report for the Primary Teacher of a section only unless a Secondary Teacher on the Course > Section has a District Assignment that is equal to Teacher or Substitute Teacher and a Class Roll equal to 01, 02, or 03. In that scenario, a record reports with all of the teaching history for the Primary Teacher and the Secondary Teacher(s) on the Section as long as the additional teachers have a valid UID and an appropriate District Assignment Title.
    • The Course must have a valid State code.
    • Each Course > Section may only have one Teacher of Record (Primary Teacher) at a time.
    • A Course > Section may have one or more than one Assistant Teacher or Support Teacher.
    • Assistant Teachers (Class Role 02) and Support Teachers (Class Role 03) can report. These additional teachers must share the same CLASS ID Number as the Teacher of Record (Class Role 01) for the same sections.
  • If a teacher has multiple Course > Sections (with a State Code that is not blank) in one period, a record reports for each Course > Section.
  • If the Role ID in the 090 Section of the District Assignment tab is 047 or 087, a record will report only if ALL the following fields are populated in the tab: Non-Teaching Service ID, Class ID Number, Monthly Minutes, Class Type Code, Population Served and Number of Students in a Class.
  • Records reporting from Course/Section do not need 090 data in order to report.
  • Staff members do NOT report if
    • there was no Active District Assignment during all or part of the current school year with a Title Code of 087or 047.
    • their UID is null.
    • the Primary Teacher or Teacher fields on the Staff History do not have a value in District Assignment of Teacher or Substitute Teacher and a Role with a value equal to 01, 02, or 03 on Staff History.
    • the Section has more than one Teacher of Record (Role: 01) during the same time segment (start and end dates are equal/overlap).
    • no students ever attended the Section to which the Teacher/Substitute Teacher was assigned.
    • ALL students enrolled in the Course > Section have a blank/null State ID.
    • ALL students enrolled in the Course >Section have an ADA Eligibility equal to 0 (not in membership).
    • Calendar is marked Calendar Exclude.
    • ALL students enrolled in a Course > Section are State Exclude, Grade Level Exclude or No Show.
    • Staff members are linked to a course with a Service-ID on the Course or in Roster Batch Edit equal to SA, SR, SS series 01, 8, or 9 (logically developed courses).

Reporting Logic - Class Roster only

Fall Class Roster ONLY reports calendars, courses, sections, teachers, and students associated with grades 1-12.

Student

  • Fall: Students in grades 1-12
  • Winter: Students in grades EE, PK, KG and 1-12

Teacher

  • Fall ONLY - teachers associated to grades 1-12 report
  • If Secondary Teacher on the Course > Section has a District Assignment that is equal to Teacher or Substitute Teacher AND a Class Role equal to 01, 02 or 03 report a record for both the Primary Teacher and the Secondary Teacher(s) on the Section.
  • Teacher must have a Title Code of 047 or 087
  • Teacher must have a Class Role of 01, 02, or 03
  • Teacher must have been assigned to a course on the Snapshot Date
  • If a teacher has multiple course > sections (with a State Code that is not blank) in one period, a record will report for each Course > Section. 
  • Report Primary Teacher only EXCEPT:
    • For Manual Teacher Section Records Only: If the Role ID in the 090 Section of the District Assignment tab is 047 or 087, report only if ALL the following fields are populated in the tab: Non-Teaching Service ID, Class ID Number, Monthly Minutes, Class Type Code, Population Served and Number of Students in a Class.

Course/Section

  • Fall: ONLY Courses/Sections associated to grades 1-12
  • Winter: Courses/Sections for grades EE, PK, KG and 1-12

Generating Alternate Formats

The Version field on the report editor allows you to generate different formats of the Staff Association Interchange. Options for the Version field include the following:

  • Staff Responsibilities. (Submission 1 Only) When this option is selected ONLY the Staff Responsibilities Extension complex type of the Staff Association Interchange generates.
  • Teacher Section. (Submission 3 Only) When this option is selected ONLY the Teacher Section Association Extension complex type of the Staff Association Interchange generates.
  • All. When this option is selected, the standard Staff Association Interchange generates.

The report can be marked to generate immediately using the Generate Extract button or can be marked to generate at a later time using the Submit to Batch button. See the Batch Queue article for additional guidance.

Monthly Minutes Logic

For a teacher Title of 087 or 047, Monthly Minutes is calculated using Period Start and End Times, Lunch Minutes, Daily Prep Minutes from the Section editor and the schedule placement of the course during the week that contains the Effective Date and the three previous weeks. Day Minutes are determined by adding the number of Period Minutes minus Lunch and Daily Prep Minutes. That value is multiplied by the number of days for which the course is scheduled during a week, excluding Non-Instructional Days and Periods.


If more than one Teacher and/or Substitute Teacher is assigned to the course section, Monthly Minutes will report only for the Teacher or Record (Role 01).


For Role IDs 002, 007, 008, 015, 016, 017, 018, 021, 026, 032, 033, 036 or 047, reports the value from Monthly Minutes from the 090 section of District Assignment.


The Non-Teacher Role IDs will report only the Non-Teaching Service ID and Population Served from the 090 Section. The remainder of fields report as blank.
