A Staff Education Organization Assignment Association or a Staff Education Organization Employment Association record must be sent in order to see/access a Staff Record in the ODS. This is the security protocol set by Ed-Fi, you cannot see the Staff record until they are associated to a District or School through the SEOAA or SEOEA records.
